上海10月22日电（记者李荣）上海市杨浦区政府22日发布消息，这个区2014年版行政权力目录，已开始分批在“上海·杨浦”门户网站和杨浦区机构编制网上线公开。杨浦成为上海全市首个“晒”出政府行政权力目录的区县。

　　杨浦区政府人士说，向社会公开政府权力清单，可以推进行政权力运行的程序化和公开透明，进一步缩短审批时限，优化审批流程，提高行政效能。在经过全面清权、优化确权、阳光晒权后，形成了政府的权力清单，同时通过目录管理，实现社会的监督“制权”。

　　据了解，此次分批公布的行政权力目录内，共有经过区委、区政府审定的杨浦区行政权力4407项，其中审批514项、处罚3586项、征收8项、裁决3项。首批区政府本级及区级行政机构行政权力共3820项上线公开，街道（镇）和行政执法机构的权力项也将于近期公开。
